SUMMARY:Luca Stroppa (University of Turin)\, Sequential Challenges for Climate Commitments
DESCRIPTION:Abstract:\nSome moral choices form sequences: each step looks permissible\, while the sequence may not be. This talk investigates how policymakers ought to prioritise between sequences competing over the same resources\, when they choose on behalf of others. For example\, a city facing a heatwave can open cooling centres powered by fossil fuels. Each saves lives and adds emissions. No centre makes a detectable difference with respect to tipping points\, but enough do\, and no one can say how many is too many. Similarly\, no single person left without cooling overwhelms hospitals\, but enough do\, and no one can say how many is too many. Each centre thus protects against one threshold and pushes towards the other. I investigate the structure of such competing choices\, show that orthodox decision theory cannot settle them when thresholds are known only as ranges\, and propose a theory that can: divide choices between sequences in proportion to the severity of their harms\, and keep to that division as a standing policy. I show the limitations of this theory and (if I have time) gesture to how this bears on climate commitments and some ongoing climate litigation.
